A team from the HDFF participated in a two-day workshop on December 12-13 aimed at identifying gaps and conflicts in the existing guidelines on the deployment of foreign Military and Civil Defence Assets in a country affected by a disaster. The rewarding discussions identified several core issues relating to the dissemination, harmonization and implementation of the guidelines.
Some of the questions raised were whether NGOs are aware of and willing to implement guidelines for cooperation with military assets and whether in the military sector the deployed personnel were capable of implementing the frameworks in their active relief efforts.
Several solutions to these issues were discussed, among which the organization of an annual synchronization conference was highlighted as a way for regional actors and states to compare their frameworks and remove conflicting points. Other ideas included the incorporation of UN’s core principles for deployment of foreign Military and Civil Defence Assets (MCDAs) in training manuals for military personnel.
