The announcement of peace talks between the Barisan Revolusi Nasional (BRN) group and the government on February 28 were greeted with different reactions over the past month. Vehicle bombs and intentional fires plagued Narathiwat and Yala provinces during the first days following the announcement but on March 26 representatives from a second militant group, the Patani United Liberation Organisation (PULO) stated that they would join in negotiations with the government.


Casualties surpass 1300 in one year
The conflict in the three Southern Border Provinces is estimated to have injured 1037 persons and killed 328 from March 2012 – March 2013.

Since the peace talk announcement, nearly one person is killed and two injured each day. This is considerably higher than compared to the last three months (average: 0.53 persons killed/day and 0.78 persons injured/day) and also higher than the average for the last 6 months when around 1.8 persons were killed and 0.8 persons injured each day.

Local administration personnel targeted
Civilian casualties were fewer in March than in the previous month and represented a lesser proportion of total casualties than generally. In the past year, civilians have represented the largest group of casualties with 65 % of killed or injured persons reported as civilians. In March, however, the largest single group was military, police or defence volunteers, representing 60 % of casualties, (compared to the annual average of 26 %), whereas 28 % of all victims were civilians.

Perhaps more significantly, there was a sharp increase in the number of casualties who were employed in local administrations, such as Tambon Administration Organisation officials. In March, 11 casualties were registered from local administrations, representing 10 % of all casualties in the past month. This corresponds to almost a fifth of all local administration officials killed in the past year.
